The Fourth International Conference on Financing for Development (FFD4) convened from 30 June to 3 July 2025 in Seville, Spain, bringing together leaders from government, the UN, the private sector, and civil society. Hosted under the joint leadership of the UN Development Programme (UNDP) and Spain’s Ministry of Economy, this conference aimed to revitalize global support mechanisms that spur progress on the Sustainable Development Goals (SDGs).
A major highlight was the launch of the Sevilla Commitment, a suite of 130 new national and international initiatives addressing sustainable development, development finance mechanisms, and implementation of past financial development agreements.
Key figures at the closing press event included UN Deputy Secretary-General Amina J. Mohammed and Spain’s Economy Minister Carlos Cuerpo, whose remarks underscored the urgency of reforming global financial systems to enable inclusive, sustainable development.
FFD4 sessions focused on achieving consensus on reforms to the international development finance architecture, advancing the 2030 Pact for Effective Development Cooperation, and strengthening budget transparency and multilayered partnerships. The conference also served as a critical platform for transitioning discussions into post-2025 financing priorities.
