At a recent event hosted by Rice University’s Baker Institute for Public Policy, Dario Gil, Senior Vice President and Director of Research at IBM, emphasized the pivotal role of federal research and development (R&D) funding in advancing U.S. science and technology. Gil, who also serves as the chair of the National Science Board, highlighted that sustained federal investment in fundamental research is essential for maintaining the nation’s technological edge and addressing complex global challenges.

Gil discussed the historical context of federal R&D funding, noting that during the 1950s, it was the largest source of support for R&D conducted by private businesses. While private sector investment in R&D has increased over recent decades, Gil emphasized that business R&D cannot replace federal investment; instead, the two are complementary. He pointed out that many scientific and technological advancements that underpin today’s commercial technologies originated from federally funded research conducted decades ago. Gil also addressed the growing competition from China, which has significantly increased its R&D funding over the past decade and now leads the U.S. in several key areas, including research publications, patents, and the number of doctorates in science and engineering. He expressed concern over the U.S. facing a STEM talent crisis, underscoring the need for enhanced education and workforce development to sustain innovation.
